If I understand, you are wanting a way to block certain IP's from accessing your box. The only way you can accomplish that task is by setting up a firewall on that machine. With that you can limit who has access to the box and over which port numbers. This way you can allow only FTP access to certain IP's.

    Just as verification.

    1. You want all users to have ability to use the FTP Server.
    2. You want to limit certain IP's to the Joomla Web Interface.

    Am I correct?

Keep in mind that FTP negotiates ports and is not just 21 (command) & 20 (data). You'll need a firewall that's intelligent enough to handle the port negotiations. There is also a difference between active and passive FTP. In active, the server talks back to the client on one port number higher than the originating port number for the data connection. In passive, the server tells the client what high port number it will be listening on for data connection and the client initiates the connection.
