Got a video issue; hardware or setting???

Ok, I had an older Dell Dimension 2400 pc with 1gb RAM and shared video I gave to my brother. He had issues with it after reformatting and in stalling the new Windows 7 with playing streaming video. If the video is downloaded to the HDD it plays fine but if he streams from a site like Youtube or Hulu it gets very choppy and keeps stopping to buffer. He does have a cable broadband connection and has had them out to test the line and he's downloading at a very fast speed. Also, if he plays a DVD he says it's very choppy also.

This lead me to believe he didn't have enough video memory so I bought and installed a 128mb video card and it's in and working fine. But the issue is still there. This leads me to wonder if it's a setting somewhere (page file, swap file, video setting?) that I could try for him next??

I thought it was 1GB but I just read somewhere else it was 2GB. So I guess I'll double check the mobo specs to see if that's true and advise him to beef up the RAM. If not, then I'll have to advise him to go back to XP.

Another board suggested he play with his video buffer settings and increase it manually in increments of 5 seconds to see if that helps. Since that's the easiest thing to try, we'll try there first.
