I have a Compaq Presario that had a 2.7Ghz Celeron. I upgrade the RAM to 1gb years ago and recently ran across a 478 pin Pentium 4. I noticed it was much faster right awy. I never took the time to read my speed in the systems page. Then I upgraded to Windows 7 (it's like a whole new computer-that I am selling). When I look in the systems page it shows Pentium 4 3.00GHz then next to that it shows 1.49GHz (see picture). What does this mean? Am I truly getting the processors full speed?

    I think you are.

It could be some power-saving option that is causing the cpu to slow down when idle.

Thanks, would you know of any free tools to test the CPU speed?

Try changing the power plan settings first, Control Panel > All Control Panel Items > Power Options
