Sticky?,.,What does 'Sticky' mean

I have seen this word but don't understand what it is about in PC jargon.

 

Just like a sticky note, it's always there where they put it.

Welcome to MGs Frazzy!! I won't attempt to explain what a 'sticky' is because that was already explained quite well. However, you are probably wondering about TimW and cake, huh?
