I am not understanding if I am getting this message all the time in the afternoon, but never the morning,
I am at a public Library, using their internet on my laptop.
and this happened yesterday also,, I run Ccleaner, I restart, I even open my task manager and close some stuff,(I dont know what I'm doing though)
I dont know why this happens and more importantly,I dont know how to fix it
My internet signal strenght still says Excellent and has full bars

I'd really appreciate any help as finals are almost here!
I will note that I can still open/close programs not related to the internet, it is solely internet related stuff that gets slowed down
    My computer specs are:
    windows 7home premium 64-bit
geniune Intel CPU U7300 @ 1.3GHz, 4 GB ram, Mobile Intel 4 series express

Could be that the Library's ISP is been throttled at that time of day due to the amount of traffic on their servers.

so although my signal is excellent, I am crawling around on the web because the superhighway is jammed?

Looking my Task manager, I closed some stuff I never use, (iTunes..and a few others)
how do I save this change or get my task manager to run more efficiently without me having to close all the processes I dont use?

Have you got ccleaner installed on you system ??.....

    http://majorgeeks.com/CCleaner_Slim_d4191.html

in Tools go to 'Start up' and take a screen shot and load it here for me to look over so as to see what can be stopped running at start up.

Yeah basicaly surfing the web at certian times of the day speeds can be drastically reduced.

I took 4 pictures of what you asked for, then restarted and only needed 2 pictures, do I deal with that "build up" of junk by restarting?

    Hi,
What you have shown me there is what is in your add/remove progams list, listing all of the software that is on your machine. You are in the right place but need to click on the 'Start up' button then take the screen shot of what is in the start up screen.

Open CCleaner- Click tools- click startup- Take screen shot.
PS You can also click Save to text file in the bottom right hand corner of CCleaner- save to desktop- find and attach screen shot.:)

Run speedtest.net to test your connection in the AM and PM to see if it's the library's fault. I doubt it's your PC that's acting up. Make sure nothing else is being downloading when you run the test.

    Hi

Very likely that the Libraries WiFi or Internet is being used more in the afternoon than the morning so Augies suggestion is good to test, and knowing the Universities library where I work then its a user vs bandwidth kind of thing. only so much to go around.

But you can see and check what applications are using bandwidth up with NetLimiter and this free app can monitor what app is using the net.

As for stopping services, many do not really impact on your internet, unless the application is actively downloading updates, so will need to check on that, but if you wish to stop some activities then you need to as mentioned attach your list of startups as that can be narrowed down.

If you don't use specific applications like as you mentioned iTunes then uninstall that application.

One problem to watch out for on ADSL is the SNR dropping during the afternoon, combined with a noisy line and/or a mediocre router/modem, this might lead to many dropouts until the SNR begins to rise again after sun up. Routerstats (lite) will enable you to keep track of the SNR and loss of connection, if you can get it running with your router.

In your case, it'd mean pleading with the library's IT personnel and asking them to run some checks over a few days to get a handle on what's causing the problem.
