How to get gmail to send read receipt ?

Hi,
I use Msoft Outlook and have it set to request read receipts. I need to know when members of our group read their emails, one member uses google mail, also hotmail and NTL. I never get read receipts. Google mail is the account I send the groups communications to. What does he have to do to get it to send read receipts ? I would imagine its the cheapest account google offer that he is using.
I can then keep track on whats been seen which is proving vital.
If google mail is incapable of such, should hotmail be able to do so ? Where is this enabled ? I see one from ntl but only one.

Do you mean what does he need to do to see the read receipt request when he receives a message in his gmail account? If he always accesses his gmail via web browser, i.e. as webmail, then gmail will not display the request to him. However, if he were to enable his gmail account to work as POP3 or IMAP email and then use an email client such as Outlook, Windows Live Mail, etc., for his gmail, then he would have the read receipt (as recipient) and read receipt request (as sender) functionality.

Yes, though its not necessary that he actually sees it, but it is necessary that I get to know that he has opened it, so if the system he is using sends a read: message to me to say he has read it, I am happy.
