IE (9) & WIN7 Confusion?!?

Hello all,

There were several questions I had, I'm retaining two (2) at the moment:

1. As my screen-shot here shows, "Downloads" are "set" to go to a "Downloads" folder...however, everything is going to Desktop (??) - "where", please, might I change that?

2. Seems no matter what MS Windows OS nor version of IE ("9", in this case), I have ever used (, I always end-up with my "Restricted Sites" set at some "Custom" level. I specifically reset it to "Default", yet it ALWAYS returns to default. This is EXTREMELY frustrating...

Anyone available today to help me with these two items, please?

I CAN'T EVEN FIND THE STUPID SCREENSHOT - THAT I JUST CAPTURED - TO UPLOAD HERE NOW??? I THINK PART OF THE PROBLEM IS THIS STUPID "LIBRARIES" CRUD!!!???!!!
