netflix fine, now slow?

I watch netflix on my tv via my computer via a HMDI cord
much faster than my tivo series 4
Never had any issue at all....till NOW

now it shutters and the dialogue wont match the action on the screen

Im not a computer guy, I use CCLeaner and run M/S esseeitnals daily

what can I do?

my IP has not changed

I use FF13(latest) and I tried IE and it sucks worse

 

If you are watching netflix just on your computer monitor does it have the same issues? or only when put on the tv via hdmi?

 

yes, only on the tv
but it seems to go away and be normal when I dont watch it in the full screen
when it is only in the part of the screen, and I can see the surrouding icons, it usually runs fine
I dont know how to change the buffer rate or whatever
