The link is functional, so I'm not sure why you can't open it.

What Operating system are you using? Make/model of computer?

    Hi

Windows version and Service Pack used is helpful?

But what I would try is to with PC off, unplug the power and data cable from the CD/DVD drive and plug it in again then boot your PC, then open Device Manager and look down the list for DVD/CD Rom Drives and then if listed right click your DVD/CD drive and choose uninstall, then reboot and the driver will be recreated.

If this doesn't work then test a different DVD/CD drive in your PC, if you have a spare or borrow one off a friend to test if its actually your PC or software at fault or your drive is dead, could also test your drive in a friends or another PC.

Hi, just have to double check the info below....

You even tried testing a different CD drive in your PC and yours in another PC and that did not work?

Have your changed the data cable from the drive to the motherboard as they can go bad.

Then try the Upper and Lower Filter fix again from

But knowing the Windows version and service pack you are using is helpful as there maybe an issue that's fixed with an update/patch or Service Pack.
