I read your other thread and saw
What happens with a simple safe mode (no networking)?
In normal mode please turn off that the computer will restart on errors because we need to know what the BSOD says.

Have you tried to download with a different browser? You mentioned both IE 8 and Firefox. Do both browsers stall?

Did you turn off Restart on errors? We need the words and numbers from the BSOD.

Right click My Computer and select Properties. Then click the Advanced tab.
The last item has the heading Startup and Recovery. Click the Settings button.

Under the heading System Failure, uncheck/untick the box in front of Automatically Restart.

Or go to c:\windows\minidump and upload the recent files here so we can analyze them.

    Either way works.

    Blue screen with white text:

A problem has been detected and windows has been shut down to prevent damage to your computer.

If this is the first time you've seen this stop error scan, restart your computer. If this screen appears again, follow these steps:

Check for viruses on your computer. Remove any newly installed hard drives or hard drive controllers.
Check your hard drive to make sure it is properly configured and terminated.
Run CHKDSK/F to check for hard drive corruption, and then restart your computer.

    Hi

the STOP error you posted links to this advice http://support.microsoft.com/kb/324103 and as you can boot from the sounds of it but not fully download then I would suspect malware as a possible cause,

You will as you cannot download anything then the software needed will need to be downloaded on another PC and transferred to the affected one and the advice below run.

Could also run from a Command (CMD) prompt chkdsk just to make sure that you don't have a few bad sectors on your HDD that could be in the location that your downloads are wanting to save in.
