Not sure what's happened

I started getting a startup error message:

ASCTray.exe cannot start - System error, rtl20.bpl is missing. Please try reinstalling. I think I have a screen shot of the exact wording.

This has been doing this for 3 or 4 weeks. I don't know what software is compromised. I have run all the malware removals and find nothing until today, but that was associated with my reloading Adobe Reader. Let me back up...

About 1 year ago, I lost some of my installation files and when I tried to upgrade several things, including Adobe Reader, I couldn't. I got everything else back, but could never get a functional Adobe Reader. This past week, I had to have a working copy, so I used the Revo Uninstaller to get rid of anything residual. Well ok, it wasn't that easy because what ever file is missing had affected my Revo, so I uninstalled it and reinstalled, and it worked fine.

When I installed the Adobe Reader, they now have all this junk piggybacking the file and even though I told it not to install, I was getting all kinds of things I didn't want, including a bogged down CPU. So, last night I pulled up my Revo Uninstaller and got rid of most of the programs I didn't want. I then ran Avira Free and found 1 file that I have gotten rid of, but I didn't keep a record of the name and I can't find a record of it. Hopefully that's ok. It seems that I have gotten rid of the extra junk and my Adobe Reader is actually working for the first time since upgrading to Win7.

Now, I am down to this startup error. If you can tell me what I'm supposed to reload, I would be grateful for the help.

ASCTray.exe is part of IObit's Advanced System Care. IObit recommends you re-install Advanced System Care to resolve the rtl120.bpi issue.
