cant open the pc settings app in windows 8

I seem too not be able too open the change pc setting app in windows 8. It always goes back too the start screen full of apps. This started today after cleaning my computer last night. Since i cant access Pc settings app, i cant reformatt or refresh my pc. the funny thing is none of my restore points are there either that i created

The first thing that comes to mind would be a System Restore but that's just me.

I did find a few possible fixes in the Microsoft Community forums.

Here are a few steps which you can follow:

Method 1:
Follow the link below and run the Apps troubleshooter along with other steps given in the article.

Method 2:
You may try to reset the store cache.
Steps:
a. From desktop screen, press Windows key + R to open run window.
b. Type wsreset.exe and press OK.
