Win7 after deleted partitons have old IE config, am I sniffing victim?

I deleted partitions and formatted all , even use special programs like DBAN but still getting my previous personal configuration of IE ( two tabs are opended ) . Only first a run of IE opens my old IE config, later when i open it again everything is normal, opens just one tab.

I think that my laptop is physically set that when i format it, malware program survive using some DOS file or something. I am saying that malware program is installed on my lap, not over internet but physically by sniffing techniques.


In other words if you want to spy someone how would you do it if victim often format his lap. Having some program in DOS to me seems best solution.

Please help, how get rid or be sure that nothing is on lap.
