Buying refurbised or new computer with Windows 7 or 8 online

    Do anyone know of any sites to buy a refurbished or new computer for $130.00 and under With Windows 7? Or will it be best and cheaper to go to my local computer store and have them build me one to my liking?

    My current computer is old and although still works great it has xp and i would like to upgrade in the future.
