Slow internet [win8]

I have a really annoying problem, my internet is slow.
According to my ISP everything should be fine.
But still some downloads just get stuck at 99%, streams are laggy.
I received help from the antimalware part of these forums and its seems I have no malware on my pc, so that should be fine.

Ive updated my ethernet driver (im connected via cable to my router).
I done the dns flush, made sure my host files are on default (some stuff while googling the problem).
I have deleted my firefox cache. Tried different ethernet advanced settings. Used ccleaned to delete temp files.
All of this didnt see to work.

My roommates dont see to have the same problems I do.
I have a 75MB contract with my ISP, in my opinion that should be enough to watch a simple stream without it stopping every 10 seconds for 5 seconds...
Any changes I can make on my network adapter or anything? Or maybe router?

Please help me out here, Id be forever grateful.
Otherwise im gonna try to reinstall my windows.

With all programs off it shows me around 60Mbps, but as soon as I start a stream for example and join a game it drops down to 15Mbps. I guess this is normal.

But my real problem isnt that its slow, its more like its unstable. I cant watch a stream without it just stoping every few seconds (buffering or whatever) and then continueing (even when only watching on medium or low quality, which I really shouldnt have to with an internet like this). Its like my internet does great on a speedtest alone, but when its actually being used its terrible.

Generally webpages also tend to load slowley.

    To rule out more possibilities...
Are your roommates using the same router?
If not, are they using the same ISP?
Do they have any problems with the sites you are visiting?

    Same router and same ISP.
Seems to be some problem with my pc or software setup.
Sometimes my internet is fine for a short period of time, then 10 seconds later pages stop loading etc.
It feels like im downloading something huge and maxing out my bandwidth, eventhough I have nothing running and there are no malware.

    Thanks for your help guys

Open Task Manager, select the Processes tab, at the bottom left click 'Show processes from all users', Maximize and then Minimize Task Manager.
When the lagging starts, restore Task Manager and look at the CPU usage. Also look at the Memory usage.

FYI Abine's DoNotTrackMe was throttling my PC to such an extent, I disabled it.

Its not a cpu lag, its really an internet lag.
You know when you download tons of stuff and your bandwidth is used up all the way, how slow you internet gets. Thats pretty much how it feels most of the time.
Im just gonna deinstall shitty win8 and get win7 back (never had these problems there).

    Greetings, Pawy.

Pardon the intrusion: before re-installation you might try running the DPC Latency Checker - very small program which might point to a specific driver if one is the culprit.

    Also:
Apologies if I've missed it but have you tried a different browser?

    And, agreed w/ JoeRay12 re Windows 8.1.

As a followup, Thesycon has posted the following:
I would still run the utility - I've found it to be a useful tool even with 8.1 machines. For that matter my reflexes ain't calibrated enough to detect a one millisecond delay in anything. ;)

If you do a search for "dpc latency windows 8.1 fix" you'll find various problems and results, but I'd be willing to bet that the majority involve driver conflicts.

    Hey thanks for the tool.
I ran it and around every 30 seconds or so it peaks.

It says I should look at my drivers. Im using my Realtek PCIe GBE Family Controller, and the driver should be up to date (Driver:8.38.115.2015 Date: Jan 15. 2015).
What other drivers or programs could be causing the problem?

Ive been trying to run the intel driver updater for days.
I have 2 out of date drivers apparently:
    1) Intel ProSet Wireless Software and Driver
    - Wont finish the download, keeps getting stuck at 99,5MB / 99,5MB, and sometimes it finished, then I try to install it and it just says: failed.

    2) Intel Proset Wireles Software for Bluetooth technology.
    - The 30MB downöoad works, installation works, then it asks me to restart my pc, done. When I then try to search for drivers again, it tells me I need the same update, again...

For info: just ran a check on a local 8.1 machine (Toshiba laptop, AT&T wireless, Firefox 36.0.4, YouTube video stream). As you can see I've got the same baseline as yours, but without the obvious spikes.

Ok I updated all my drivers with the driver updater, really didnt change anything.
Still getting 2k ping spikes on the test.

Intel driver updated still isnt working (driver booster doesnt show those though)

First things that come to mind:

    1. Try running the checker using Internet Explorer while streaming data just to see if you get a difference in symptoms.

    2. Try running both IE and Firefox with no add-ons, extensions or plugins enabled to see if there are culprits there.

    3. Try booting into Safe Mode w/ Networking, then running the checker while accessing data - I don't know if the app will run in Safe Mode but it's worth a shot. If there is a marked difference in symptoms then the possibility exists that some third-party program (other than drivers) might be the cause.

The checker shows everything is fine, but my internet is still a rollercoaster ride. Just now none of my internet pages would load (like literally wouldnt load, just showed blank white, didnt matter if I went to majorgeeks or google.com).
Had to restart my pc (like for the 50th time today), then everything works for some time, and the whole thing starts from the begining.

Meaning, while my pc is running or Im using the internet browser or other software connecting to the internet, something must be going wrong that slowly clogs up my internet and resets when I restart.

Try clearing your Browser's cache (everything) using CCleaner. Ensure DNS Cache under System is checked.
I just watched a short streaming video in Internet Explorer 9. Have a look at the screenshot.

    FYI
    CPU 1.8 GHz Celeron.
    RAM 3GB DDR3 @ 667MHz.
HDD 80GB IDE (10 years old).
    Windows 7 Ultimate.

PS It has nothing to do with Windows 8 as the other members have said.

I still cant seem to find the problem, clearing caches and dns doesnt work.
It doesnt matter if I am using the cable or wireless, still slow internet.
Also using a different isp and completely different internet (friends house).

Meaning: I has to be something with my computer/operating system/firewall or something similar. Any ideas?

Disabling my firewall doesnt help, disabling my antivirus doesnt help.
Im seriously completely out of ideas.
At times my internet doesnt even load pages, downloads dont work correctly, when Im playing a game and I also have youtube open in the back, my internet seems to be overloaded and my game starts lagging (internetlag, like high ping etc).
When I close youtube, its better. Its like my bandwidth is used up by even the smallest usage of the internet.

    Please help :-/

Was everything fine for 10 days?
Maybe you should tell us what websites you are visiting... rolleyes
We could then check if we have the same problems. IF we decide to visit those websites.

Im using Avast and CCleaner, but I had problems before I installed those. First I was using avira.

Its not only the browser and websites, my whole internet is unstable.
For example in online games I have ms lag spikes every 30 second or so for a few seconds. Downloads dont work, and internet pages just stop loading/crash/dont load at all.

You will have to run the sfc /scannow System File Checker command.
Right-click the C: drive, click Properties, click Tools, and click Check now...
I'm using Windows 7. It might be a little different in Windows 8.

If you want to run sfc /scannow from a Command Prompt, here are the instructions.

Not trying do bring up a dead subject, but if you're still having problems did you ever try this step (apologies if I missed it)?

I recently worked on a machine with symptoms similar to yours - turns out the culprit was Google Earth, and the only way we found it was by eliminating start-up items. I firmly believe that the Safe Mode boot should be one of the first steps in troubleshooting problems such as yours.

    Good luck.
