Freeware to make icons?

I searched and maybe I'm using the incorrect nomenclature but what I seek is a simple program to make icons from pictures?

Does such a critter exist :confused

BTW Eldon, you said "portable" meaning what please?

 

It means the program doesn't install. You extract the files to a folder, or run it from a flash drive.
