    You do not cool a cpu using software.

    Well, some motherboard software can change how the fans run. :-D

    If you want to change the CPU fan speed, first look at the motherboard BIOS to see if it can be manipulated there.

    Yes my computer is too hot the cpu is Intel Celeron and its temperature is over 45 degrees Celsius,

    You're not going to download any program that will make your computer run significantly cooler.

    That's 113℉. Your body temperature is 98.6℉(37℃), to give you some perspective. That's not too hot for a Celeron. 70-85℃ would be hot for a Celeron.

    Clean the dust out of your PC. This is a common issue. Dirt on your heatsink will hold in heat. Adding case fans to circulate air better may help and make sure you're not blocking the ones you currently have. Reapply your heatsink's thermal paste or replace it with a more efficient one.

    Thanks for reply but my computer is crashing all the time without giving any errors or notifications or blue screen no mouse cursor or keyboard and all hardware are working very well especially when installing web browsers such as Avant Browser, Pale Moon and Cyberfox. Is there any solution for this problem. I am waiting for feedback and reply.

    Windows does it all the time through HLT, frequency scaling, and throttling.

    Windows has built in commands that it sends to the CPU to cool it when able to. It will also drop the CPU speed when it is not needed. If you are overheating, these are not enough.
