I'll bow out because I have very limited experience with Windows 8 and 8.1. (I saw it once).
My experience to dsl, yet alone vdsl was about 10 years ago. Hopefully another MajorGeeker will jump in and offer some suggestions.

What AV and other security are you using and do you keep them fully updated and regularly scan with them?

    Hi Earthling,
I am using Microsoft Forefront Endpoint. Yes they are updated and I do a weekly scan. Previously, I have posted a thread in the Malware section and follow all the instructions. There was no malware threat.

As far as I can see that product is old and possibly not supported any longer. I would recommend using 8.1's built-in Defender instead and also running your own scan with MBAM. Malware still appears to be the most likely cause of your error.

The built in Defender was replaced by Forefront Endpoint during one of the updates. I've scanned many times with MBAM but no threats detected. I've also scanned with HitmanPro and roguekiller. No threats detected. This error is very frustrating. Any suggestion on what to do next ?

I see that as the problem.

You need to uninstall Forefront Endpoint. I would not use the built in add/remove program.
Seems like it will not uninstall correctly

I use Revo Uninstaller free. This works for all 32 bit programs but it doesn't see 64 bit programs.

On our two computers that are 64 bit, I use Advanced Uninstaller Free.

(This one has lots of tools; I have only ever used the Uninstaller.)

Another one I sometimes use: http://www.majorgeeks.com/files/details/geekuninstaller.html

If you have never used an uninstaller, please post back to I can walk you through the steps so you don't delete something needed from the registry.
