Changing Win8.1 Startup Wallpaper: Forgot How

I remember a long time ago changing my Win8.1 laptop's start-up wallpaper but forgot how to do it. How do I do it?

Or perhaps this information. That screen that you're referring to is the Lock Screen.

The screen that appears before the desktop loads is called the start screen in Windows 7. Perhaps it goes by another name in 8/8.1 because of the tile thing. (Perhaps Welcome screen?)

I have changed the start screen in windows 7 from this ugly blue to other things on our four Windows 7 computers.
Since I can't capture the screen before Windows loads, I'd have to take a picture with my camera or tablet. I'll do that later today to show you what I see when I fire up two of the computers.
