who deserves scholarships to college/uni?

a-kids who have great grades and test scores-lower middle class financially
b-kids who have sucky grade and test scores?-pooor
C-girls who have kids while in their teens

firefighters didnt want X% of income, they wanted a set amount
when I look at my property tax bill(which is sorta insane) I pay money based on how much land I own..which makes sense, (sorta) I am paying for police./fire/etc to patrol my land...and X% goes to schools(which is to help the community and kinda stupid, since I dont use schools and have no say in schools and X% goes to lots of stuff that I don't use, but I pay for.(unless I live in the house, I have no say in local ordinances etc BUT I'm paying taxes, so I don't get a vote?)_

federal taxes are worst, I pay them money for uknown stuff and what i pay isnt based on what I get, instead its based on how much I make.

why? the money isnt in the uSA? just like the usa doesnt/cant charge me tax for land I own in brazil.

if you get told in high school,"you need to get a job so you can pay for healthcare, food, rent, taxes and X to live in the USA. that's more motivation to work hard than just "go find a job you LOVE!"

those fees pay the contractors who do all the immigration stuff. uncle sam isnt making money over immigration fee form
