My windows 8.1 is in a foreign language.
I've already gone into languages and set it to English(US) as the main default one and rebooted
the computer, but everything is still not in english. For example things like "My PC or Comptuer" icon is not in english. If I go into properties or settings or windows 8.1 apps, none of them are in english still.

I've watched the youtube video tutorials, read articles and followed the instructions but it's still not in english.

    Any help?

    Thanks

If you have already tried all the guides and articles on changing the OS language - such as this one: http://www.makeuseof.com/tag/how-to-change-the-system-language-in-windows-8/ - then I'm not sure there is another way.
The real question is how did this come about to start with? Was the actual device itself and the OS originally set up for English as the default language?

Yes, I followed ones just like that guide. In that section, mine also shows English (US) at the top as default, but it's still not in English when I do anything like check properties, go into windows files, etc.

    ??
You need to answer the below and whether this is something that happened sometime rcecently, or was the system and OS non English to start with.

Yes, the system was non-English OS (Windows 8.1 K)

Oddly, every setting in my region/language is set to English (US), just like some of the tutorials and articles say, but after rebooting, mine is still not in English.

Windows K: This edition is sold to South Korean markets.

You might have to seek help from Microsoft now.

Despite having my original laptop coming in German, and with a german keyboard, I had the same problem regarding changing everything to English .
Like you, I found some system bits and pieces-like start up , still came in German,no matter what I did.
So,on my laptop I used the recovery partition to reinstall, and when installing, I managed to get English . If you have a recovery partition, it may work for you, but I cannot remember the exact loading part where I could do this. Otherwise , you will probably need to reinstall, and see if the option is available with a windows 8.1 disc. As far as I know, W 8.1 , if coming as the original install, whatever language, has an embedded coa, so can be installed without a key on the same motherboard. A Windows 8.1 iso can be downloaded from https://www.microsoft.com/en-gb/software-download/windows8
I hope this will be of use to you.

thanks again to everyone. Yes, it wouldn't change no matter what settings I changed. I just decided to do a complete reinstall with an english 8.1

I thought it would be the easiest way in the end. Annoying, though, having to re-install everything, and update .
