What exactly happens when you try to do exactly what I suggested in post #5 above?

Am I reading this right? In Control Panel > User Accounts there is no Administrator account?

Sounds to me like you might have to do a fresh reinstall of Windows 8.1 using the Media Creation Tool (MCT) and a USB Pen Drive with at least 6gb of free space. You will probably have to do that on a different working system of a friend or relative. If you use a USB pen drive you wont need to burn an ISO file to a DVD.
When you use the MCT to download Windows, it must be the exact version you have, ie 32 or 64 bit and 'Home' or 'Professional' etc.
Windows will pick up your Product Key from the original install as it scans the motherboard.
Try and save any important data to a different USB drive or recordable DVD/s.

It seems I can not do anything without the yes tab

You don't need anything to do a fresh reinstall of windows. Just another system to download it to a USB drive. Read answers more carefully and fully before rushing to answer.

When I try to run as administrator it comes up with user control box has no place to put admin password and the yes is greyed out

You are neither reading carefully enough nor understanding what I am posting so you'll not get anywhere until you do.
    The two questions are:
    1. Do you have important data on that hard drive you don't want to lose? If the answer is yes, copy it to a DVD or a USB Drive. If it doesn't allow you to do that, you will need to take the hard drive OUT of the system and hook it up to a working computer and copy the data. If you don't have any critical data then just do what I suggest about reinstalling Windows AFRESH.
    2. Do you have the opportunity of access to another working system to download Windows 8.1 to a USB Pen drive?
Concentrate on those two issues or you are just going round in circles.

Nothing on here I would worry about losing. Yes to another PC with win 7 on it. Sorry I am far from it savvy.

Ok it doesn't matter what OS is on the other system. Download the MCT on that system, choose to download Windows 8.1 exact version you currently have, and you must answer the check box that the download is for a DIFFERENT system, not the one you are then using, and save it to a USB Pen Drive that has at least 6gb of free space, then stick it in your current system and install Windows 8.1 - it will be like it is new and ask you to create a new user account for it, which should be an ADMINISTRATOR account, and for ease use a Microsoft Account if you have one, or had one originally or just create one.

It's not accepting your key. That could be because you are trying to install a version of 8.1 that's different from the one the key is for. Was this laptop supplied with 8.1, or was 8.1 an upgrade from 8 or some other version? Where are you getting the key from - off of the machine's case, or off of the 8.1 disc packaging, or where?

If you had followed my post #18 exactly and carefully, and downloaded on to the USB the exact and correct version of Windows that you already have (ie Home, Pro, Enterprise, 32 bit or 64 bit) - as long as it was genuine and activated - it most definitely would not ask you for a Product Key as it already has that from the original install. You need to pay close attention to what you downloaded to that USB and if necessary, wipe the USB drive and download the correct Windows version again.

answer the check box that the download is for a DIFFERENT system, I do not see this anywhere
It asks country then what version of 8.1 then 32 or 64 bit then how to save the file nothing else

Don't worry about that, it doesn't apply to 8.1, it only applies when reinstalling Win 10. As long as you are certain you have the same version of 8.1 as was on the machine when new - 8.1 or 8.1 Pro, and the correct bit version, 32 or 64, just go ahead, save the d/load to USB, stick it in the laptop and boot. See if you can get it to go ahead without entering a product key.

If that still doesn't work, how did you do the original reinstall?

If MaxTurner reappears then follow his guidance. He doesn't allow you to see whether he is online or not so it's not possible to see whether he is about to respond or not.

It should not need the Product key but to be sure you have the correct one run the Produkey program - make sure you have the correct one (32 or 64 bit) for your system - then write down the COA Product Key for your Windows OS.
