If you are getting freeze situations, then it would be helpful if you can tell us more about your system- You do not need to understand it all.

    Try first
If Windows 10-, OR, Windows 8/8.1, right click on the start button, and in the list you will see command prompt (Admin)
Left click on that, and a window will come up- a flashing cursor will appear- just start typing there- sfc /scannow , and press enter button
Let it finish, until you see the cursor has stopped flashing and it says that it has repaired, or, not found anything.
The type in Exit, and press the enter button.
Come back after that and let us know if that helped with downloading being capable again.

If I remember correctly, in Vista,- click Start, type Command Prompt in the Search box, right-click Command Prompt, and then click Run as administrator.
To get be able to wipe the hard drive, it would be helpful if Window files are not corrupted, as this might be why you cannot run the files you downloaded.
It will help any program to clean up the hard drive,
Otherwise you may need to download a program that you can install on a dvd/cd, or, drive to run it, and you will probably need another laptop/pc to download aand put on to a dvd/cd,
Running sfc /scannow could well enable you to use the files you have downloaded, and stop it freezing.

Are you wanting simply to remove your personal files from the hard disk or to blank the disk completely, including the Vista OS? If the second then the program has to be burnt to a bootable CD or flash drive. For obvious reasons it is not possible to blank a disk while Windows is running. If it's just data you want to remove then use Eraser as that runs under Windows.

Reformatting the drive will wipe all data.

If it's important to ensure files cannot be recovered then formatting won't do it. The disk has to be overwritten, which can take several hours and requires software such as that already linked to.

Then you will have to download DBAN to another computer and burn the is0 file to a disc. Change the boot order on your old pc so it boots first to the disc.

You are better off using DBan formatting tool.It will wipe the drive pretty good.

    But fare warning.

Be for you use it make sure you format the correct drive you want. And make sure others are disconnected be for the wipe.So that you don't get them mixed up.That is an easy thing to do with Dban.If you have multi drives i would disconnect them except the one you want to format or / wipe.If you got important files on the other drives disconnect them be for the wipe. This way there is no confusion.

If all else fails ,take the hard drive out, put on safety goggles, and put it in a cloth bag, and get a heavy hammer, Smash it up !
The cloth bag is to stop the bits flying around, as you annihilate it. You need to damage the actual disc inside so that it cannot spin- If the hard drive splits open, then the disc will be damaged more.
But, if you do try this, you do so at your own risk .

    No problem

If some thing is working perfectly fine there is no need to destroy it.

FYI i know you where just joking.

Not necessarily. My former churchgoing, conservative neighbors tossed out their old PC years ago and my sons recovered it. I fired it up and shortly found out they had a very surprising private life that involved lots of leather, paddles and restraints, that I imagine they would like to remain private. Had someone else found it, there may have been a much more embarrassing end to this. In short, sometimes total destruction is the best policy.

What i meant was destroying the hard drive with tools.

Than people should not be leaving that type of stuff on a hard drive that could incriminate them. That would be the other persons fault if they did not have the hard drive wiped.

    It's on them
