Shuffling Files Within A Folder

    G'day All, I'm using Windows 10 and want to shuffle some files within a folder and can't work out how to do it or if it's at all possible.
    I have a folder containing music, about 120 songs in MP3 files.
    I want to be able to play these tracks in a certain order for a CD/USB compilation.
    My ideal solution would be a program/app that allowed me to highlight a file(s) and drag it into position, then proceed through the folder until I had all the files in the order I want. Then, using something like MP3Tag I'd renumber all the tracks thus preserving the order.
    I've tried a number of Windows Explorer alternatives and using dual panes I can move tracks from one pane to the other. The problem is that Windows insists on sorting the files into the order it wants.
    I just tried using 2 separate windows using Windows Explorer which has the advantage of showing the folder as Music with the various fields. I also changed the 'Group By' to 'None' in both folders. I was then able to transfer the tracks across in the order that I want - although I still can't insert tracks they all have to go at the end. All looked acceptable until I closed the folder off at which point Windows sorted them files in IT'S order.
    Short of printing a list of all the tracks and numbering them on paper then transcribing the number to the front of each track I don't know what to do.
    It shouldn't be this hard. Any help/suggestions would be welcome.

    Point on Arrange by and click Clear changes.

    I have about 400 - 500 mp3 files. The ones I want to play in order, I put numerals in front. If you want all 120 songs in a particular order, put 001 in front of the first song, 002 in front of the 2nd, 003 in front of the third until you finish with 120. (You can't use a simple 1 because then 1, and 10 through nineteen will all be placed ahead of 2. I learned this the hard way quite a few years ago).

    I should mention that I put these songs on different mp3 players. I haven't put any on my phone and I rarely listen to music on the computer.

    In media players you can create playlists which do exactly what you say you want. Might that feature help?
