What is most likely the cause of choppy video and choppy sound?

A driver problem or weak video card and or weak sound card?

my first guess might be video card... since all streaming wants to use hardware acceleration.
but i would place blame on either the internet connection, and/or the lousy HTML5 web players that we are all forced to use now. i stream a twitch channel pretty much 24/7 [ just because i'm bored ]. everything was great until twitch released their HTML5 web player, and i have had nothing but problems since then. it does not matter if i try to use chrome/firefox/IE/opera browsers. i have experienced problems with all of them, though opera handles the stream best, and opera has built in ad blocking. one thing that has worked for me when things go awry... i go into the control panel, flash app, advanced, and delete all flash data for all browsers for all sites, and that seems to fix my problems for a while.

    good luck with it.

Did the problem just start? What if streaming audio-only materials from streaming sources such as Pandora?

How much RAM do you have? How much free disk space do you have? Did you dink with the Page File settings or do you let Windows manage it (the default and recommended setting)?

A problem with both sound and video - separate devices using separate drivers - does not suggest driver problems to me (though it would not hurt to make sure you graphics drivers are current). If videos and audio play fine from other sources, then I agree with harmless.

Well I have been getting lot of choppy video and choppy sound on YouTube even sound that comes really digitized.

Well these are short YouTube clips like 5 minutes , 10 minutes or 15 minutes.

    No live streaming.

I'm not sure if this is a driver problem or video codec problem or my computers onboard video or onboard sound are just not powerful enough.

:( You didn't answer any of the questions so we're no closer to identifying the problem or finding a solution.

Don't know what you mean by really digitized. All audio and video from YouTube (or any other computer source) is 100% digitized. Perhaps you meant compressed?

The sound comes in digitized a lot and when people talk it is coming in digitized a lot.

I'm not sure why it is doing that it is like it not decoding the sound and voice proper.

It seem to be more so on YouTube will it is doing it a lot.

You need to explain what this means -
    - as in "distorted from your definition of natural sounding".."fuzzy"..."sounds like speakers wrapped in Saran Wrap"..etc.

I may have to buy a video card or sound card as the onboard one may not be powerful enough for playing video on youtube.

Looking at the system spects I have

    Processor AMD Athlon(tm) II X3 445 Processor, 3100 Mhz, 3 Core(s), 3 Logical Processor(s)
    ATI Radeon HD 4200
    Realtek High Definition Audio

That is some elder hardware. Would definitely make sure drivers are up to date. What is the make/model of your system board? Which OS do you have installed?

Do you have a program like Speccy?

    Athlon II X3 445
    Socket AM3
    Core Name:Rana
    Triple-Core
    Operating Frequency: 3.1 GHz
    Hyper Transports: 4000 MHz
    L1 Cache: 3 x 128KB
    L2 Cache: 3 x 512KB
    Manufacturing Tech: 45nm
    64-Bit Support: Yes

If the choppiness and buffering only occurs online, it could be due to your ISP.
How is the sound and video if you play a file already on your computer?

You do not need a sound card for the video on YouTube or any other video hosting site.

Agree this option mostly has to deal with your ISP and your current web browser.

Who is your current internet service provider???

If you are downloading or uploading a lot of videos or music they could be throttling you.

I would all so try to reset the modem and wireless if you got one. There is a reset button on the back of the modem and wireless modem.
