Windows 10 Error Operating System Cannot Run App

    I am using a Surface Pro with Windows 10 Pro. Just installed the Windows update version 1803 from 10/13/18. Tried to open both Excel and Word from Office Home and Student 2013 and got the following error message (paraphrase) "Operating system is not configured to run this application". Uninstalled the updates but damage done. Still get error message. Help please. My laptop is dead in the water.

    If by 'just installed' you mean within the last 10 days then you can roll your system back to the previous version, method HERE.

    If you do succeed in restoring your system, please educate yourself on system imaging so that you will never find yourself in this hopeless position again. Help with imaging is available here should you need it.

    A clarification. Says a Features update is still installed for v1803. However, a quality update 2018-09 v1803 (KB100347) which I think I uninstalled is waiting to be installed. Seems like these updates are spliced/diced and incrementally installed over time. So whatever this update is has been installing since April I guess. (Did not use System restore nor have I ever.) So Dr. M and Earthly are suggesting different solutions. Which one is easiest/lowest risk/ most effective? Also, everything seems to work except Microsoft Office, could this be solved through Office??? However, and probably answering my own question, I tried both the quick and online repair for Microsoft Office and still getting error message.

    I would acknowledge Earthling's experience over my non-use of the Win 10 operating system and yours dealing with System Restore.

    So going Earthling route, if I go to Settings>Update & Security>Recovery, I'm not seeing Go Back To... option per the article. Options I'm seeing are Reset this PC and Advanced Startup. Where to go?

    You would seem to be outside the 10 day time limit for rolling back - hardly surprising as 1803 was issued last April. You previously said your system was toast, but now you're saying it's OK apart from Office. In that case I suggest you reinstall it.

    Didn't say system was toast. Said no access to Office files. Again, not sure how the updates are rolled out but the problem only began yesterday with whatever update was installed. I'm assuming that on a reinstall files are retained but programs are lost? Might an upgrade from Office 13 to 16 solve this problem?

    This is what you said -
    Reinstalling 13 or installing 16 should fix it. Neither would have any effect on your files but it would be sensible to back them up first as Dr M advises.
