Proxy Script?

I have W7 and use Google Chrome.
WHY does Chrome always say "downloading proxy script" first time I try to load a page?
I don't use any proxy, and never have.
But Chrome DOES load every page at least twice, even though pages only show once, which seems very odd.

I've changed the "Automatically detect" settings, and hope it's what I need. But if the setting isn't detected automatically, what settings will be used? I thought I'd have to find out from my IP and type them in.
Can I be sure the connection will load properly now?

This setting, though normal, is being used by my resident hacker. They probably substitute their OWN proxy script, which gives them access to EVERYTHING, even my PC files. (I've already stored important data elsewhere.) That's why Chrome loads each page several times. That slows me to a crawl, often making me have to quit Chrome and lose the tabs I'd chosen. If I have 5 tabs open, Chrome may actually have invisibly loaded 2-4 times that many.
I hesitated to use the fix app, because it automatically fixes everything it finds. Last time I did that, I lost dozens of videos and W98SE Scandisk left all my .txt files truncated. Many hundreds of them. I'm STILL renaming them, years later. I'll never let anything automatically fix anything, EVER.
Thanks a lot! I think you may have helped me thwart my hacker. Frabjous joy!

I'm still having tabs load 3-4 times today, after changing the LAN settings. It's probably in my browser, which I plan to reinstall. But they're probably way ahead of me if the infection was put on IE. There's no way to reinstall IE. So it would slither back into Chrome and Firefox.
I've been truly scared of using AdwareCleaner, because I had a terrible experience with it once, and can't make myself try it again. Besides, it probably doesn't seek out hacks. It might get a file or two from the hack, but it's designed specifically for malware. A hack is a very different animal. My hacker comes back after a format, and has more control over my PC than I do. He can't get anything important, because all that stuff is elsewhere. All it can do is drive me nutz.

I do have Clamwin antivirus, and it does better than any I've tried, because it actually FINDS things. The other well-known programs find PUPs, but very little else. I don't think Clamwin can uncover a hack, either.
That's no fault of yours. You really did try to help, and I learned something about LAN settings as a result.

What with all the stuff sites can put on your computer without knowledge or permission, the very notion of "safe" or "secure" regarding the internet is ludicrous. Everyone now makes their sites https. For what good it does, which is nada. Going online at all is a risk. The only real safety is to not go online. As usual, destructive people always win. My getaround is to never have anything on my PC that I can't afford to lose. Then let them screw up my PC; I can quickly and easily, format and reinstall the OS to get a week or so free of filth. My best protection is that I absolutely NEVER use social media, and absolutely NEVER conduct any financial transaction online. It's a bummer, but the risk of genuine harm is high if I don't.

    You did good, though. Thanks.
