I want to know the right time. to the nearest second or two

Using "modern technology" ie computers, how can I do this ?

My computer's clock is about 4'30" behind the time given on this site
    https://24timezones.com/world_directory/time_in_london.php
I want the time in my time zone not corrected for 20 minutes of arc east etc that I am)
I don't have a radio clock tuned to eg Darmstadt.

The time in my tray, when clicked on gives me the correct time to the second.

    Hi Tim
I don't have a time in my tray, unless you mean the time/date that I or a previous owner has set up to be at the top right of my screen , I mean the very top right.
I tried another site (NIST Sstandard, corrected to GMT - https://time.gov/HTML5/ ) which also showed my computer's time to be ~4 1/2 minutes slow.

How do you make you computer display the correct time ? You should not have to be permanently connected to the internet to get ~<1s accuracy (surely computer clocks aren't THAT bad ?)

    Can you post a screenshot?

If the time is out, more often than not the CMOS battery is failing.

I posted a screenshot showing the NIST TIME SNAPSHOT, AND MY SYSTEM TIME
It's possible that the CMOS battery is failing as it is about 8 years old, likely never been changed since new, but I've nearly always run the machine off mains (battery not charging ??)

Your Taskbar is at the top of the Desktop - no problem.

CMOS batteries are not charged by the computer.
    Replace the battery - it's generally a CR2032.

Check Date and Time in Control Panel - under Internet Time the computer should be set to synchronise with a time server. Make sure that is checked and that it's set to synchronise with time.windows.com. It may be nothing to do with your CMOS battery.

thank you everyone for the useful suggestions you have made.
the time on my computer was set to time.windows.com, but this cannot operate because the service has been stopped. IDK how it got stopped or even if it was started. Anyway I must've turned it back on because time reads within one second of NIST clock I referred to.

(doubtless I'll be asking a wHOLE lot of more stupid questions when MS finally "persuades" me to go to W10 if I don't choose Linux first)

Do you shut down and restart frequently, or leave it to go into Sleep/Hibernation automatically? Restarting causes sync with time.windows.com. No restart = no sync unless you force a sync in Control Panel

I shut down as infrequently as possible, I'm not sure even about hibernating and sleeping, seems to either of those cause problems because I can never resume where I left off and I have to restart anyway.

I asked because not syncing now and again might be why your clock was out - computer clocks aren't always as accurate as you would like them to be.
