There's a SQlite database in that diredtory referring to "C_ALARM_REC_INFO", "C_REC_FILE_INFO and 'C_RECORD_LOG_INFO" if that rings any bells?

SQLite is the most used database engine in the world.
Are you sure about the size - 646GB?
What on earth are you using it for?

Is anyone with access to the computer an online gamer, perhaps recording steps/moves?

I'm not consciously using it! It has up to 12GB/day of .dat files and 1 db3 file which I opened but doesn't refer to anything other than the tables I mentioned previously. It's a work PC (no gaming, etc.)

If it belongs to your employer you should be getting help from their System Administrator rather than here.

Then you should know whether the business uses SQLite or not.
    If not, delete the files.

But that doesn't explain what's creating them....?

    Does the business use SQLite?
Is the computer connected to any network?

No we don't use SQLite; app wise Outlook to an Exchange server in the cloud and point of sale system in the cloud I rarely ever log into.

At some point that computer had to be running SQLite, or it was used as the database storage for a computer running SQLite.
Ask the manager (sometimes they do know a little bit ). If you're confident the company emails and POS transactions are backed up elsewhere, delete that folder.
If new files are created, you'll have to check for malware.

I need to check if Ninja RMM may be creating it? That's the only thing I've added lately....

Did you install Ninja out of curiosity or is it a needed business function? If it's an employer comp, curiosity doesn't belong there, and if it's a needed business function, the database probably does! belong there.

I verified it's not Ninja or related to any video surveillance software I'm running....
I installed software to view the database tables and am attaching a view in case it rocks anyone's memory?

I think I found it; as I began deleting .dat files, I got a popup a file was open in NVMS-1000, which is a remote video surveillance program! I'll change that configuration and contact the vendor.....

Looking through my emails with the vendor back then, "Please make sure when you hover over the Rec button in the picture it should say start record. If you find one with "stop record" listed go ahead and press the button. This setting is also camera-by-camera." Other than that I don't specifically remember any other settings modified (it was long ago and I use 4 different video systems!). I did call my vendor to resolve.....

Sorry but after 2 years I honestly don't remember (and I've been switching to Hikvision...). In NVMS Control Panel make sure you have nothing under backup system or backup record (that matches my settings).

    found it !!!

for whoever else who might need this go to control panel-->edit camera settings -->local record of SYSTEM (not device) and remove any recording schedule that exists there.

then close nvms go to recdata folder in your c: or d: drive and delete everything in there.

    run nvms again.

    you are done

    cheers

That files does belong to a security camera system.I worked in security and did use camera systems and alarms kinda like that. Some software does record what you are doing.
