It has been working fine until this morning.
I uninstalled, downloaded and reinstalled the problem remains.

All I get after somehow opening he app, https://ibb.co/fXMbgqR are these two pop ups

    or here https://ibb.co/fXMbgqR

Any one with an idea how to get it to work again?

    Thank You

First of all, it is not a tool, it is basically a collection of things, that everybody does long before asking someone for help.
Second, whatever is tried on that list, all that happens is that this pop up appears https://ibb.co/T8fZSsn
The third interesting part is, that I am using english software and am sitting in a hotel room in east asia, yet the advice is given in german.
TRanslated the pop up says: google earth is open, close it, and try the repair again.
I did that four times and still the same pop up....

Right, I see a more accurate description of the tool here. You're sure that Google Earth was closed, not showing in TaskMan?

Which version of Google Earth are you trying to run?

Have you tried running a Repair from a full installer, rather than a stub installer?

As I wrote I spent a lot of time trying out all possibilities. I was basically looking for someone who has encountered the same problem OR who recognizes this software behaviour and can associate it with Win7....

Google Earth wird derzeit ausgeführt. Bitte schlieBe Google Earth und versuche die Reparatur noch einmal..
translation: Google Earth is currently running. Please close Google Earth and try the repair again.

So, have you opened Task Manager, found all instances of Google Earth and ended the processes?
Then have you attempted what was written in the solution?
I run Windows 7 but I do not run Google Earth so I can't do any steps above.
