Programs Icons All Changed To The Same

After a scammer hacked my desk top remotely, I cleaned my computer of many malwares and viruses with major geek help.
Now many of my programs icons have all changed to the same one.
Is this normal after such an attack ?

Thank you, I am going to trying to get the nerve to run a delete command on the cache.

 

I have not deleted the icon cache yet.
When windows 7 starts

I have not deleted the cache yet or run Tweaking.
When this windows 7 computer starts up, most the desktop icons display ok and I hear the normal whistle sound, then all the desktop icons turn white and one by one fill in to their normal appearance.
After that I hear the three piano sounds like there is a problem somewhere.
Is there something I can do so windows does not play the error sounds?
