As my system gets old, mainly the hard drive, I am leery of one day having my computer fail to start up. To combat this, I am considering either cloning my hard drive and/or building another computer. What I am looking for is software that will allow me to clone the current HDD and copy it to a SSD. Will it be possible to install the SSD in place the old HDD and boot up without issues?

I keep receiving solicitations from EaseUS and am wondering if this will work.

i would think so. i just did the same thing for my mom's win7 computer. i used acronis though. i cloned the HDD drive to the replacement SSD, took the old one out, put the new SSD in, and it all worked just fine.
there are all sorts of programs that will clone drives

the only one i have ever used is acronis true image, so i can not speak for any others.
    good luck with it.

If you buy a Samsung Evo ssd, it includes cloning software to migrate the contents of the old had to the new ssd.
From reading Samsung ssd drives are very good.

if your HDD is larger than the SSD you want to clone to - info size is OK - but the drive is smaller. how do you do that?

the cloning software will do that for you.
on its own, it should see that the source is larger than the destination, then offer you the option [ using words similar to ] fit the existing partition(s) into the destination. just agree and let it do its magic. once it is done, to avoid confusion, take the old hard drive out of the computer, set it off to the side for CYA sort of thing. put the new SSD in the computer, and it "should just work." also, the cloning software will ( or might ) say it needs to erase and/or reformat the new SSD. that's fine, again, just let it do its thing. good luck with it.
