Is it not possible to set up an account for another user on a PC running Windows 11 without them having a Microsoft Account?

My thoughts on this matter are not publishable on the forum but Microsoft have no right forcing people to have a Microsoft account.

The other user did have a Microsoft account but has forgotten the password because it is so long since they used it and the attempt to recover the account has been rejected by Microsoft.

I'm using a local account and am able to create another local user account without creating a Microsoft account. I used Settings > Accounts > Other Users.

...you need to write down important passwords. The other day I had to get the password for one of our four Windows computers. Fortunately, I keep separate cases with all the information for a given computer, including notes on what I removed when the computer was new, CDs and DVDs of programs and drivers. Printouts of pages of the manual that is now given on the computer. If you can launch Windows, you can't see the manual so either store it off the computer, or print out things you might need to use more than once.

Do you own an android device? No different than google forcing users to have a gmail account to use googleplay to update and download apps. You can still use your phone, but you have to sideload and risk malware if you download apps that aren't through googleplay.
Do you own an iPhone? Without an AppleID you lose some functions on the phone.

Use linux and don't own a smart phone if you don't like the "terms of use".

Thank you, Earthling, all sorted. I have no idea what I was doing wrong. I had to use a Microsoft account for me when I set the new PC up. I suppose there was a way I could have avoided that.:(

I know and I do. You're preaching to the choir. However, it is not me in question.

I know others do it and it does not alter how I feel. And, do not get me started on Apple!
