Jpgs Have Colour Cast But Only In Certain Apps.

I am having a very strange problem - so strange that I doubt I will find a solution! When viewing JPG files in certain applications on my desktop PC there is a distinct yellow cast present. The main programs I use for photo editing are Photoshop Elements 9, Paint Shop Pro 7 and Paint.net (the latter only occasionally) - admittedly the first two are old apps now but they serve me well enough - no sniggering please. When I view a pic in these apps it looks fine but when I view the same pic in certain other programs e.g. Topaz Adjust (which I have as a plug-in to PS Elements) or MS Photo Viewer there is a distinct yellow cast evident. I am assuming this is not down to a monitor problem as surely the cast would appear in whichever program was being used. At the end of the day it doesn't really affect how the end result of an edit looks as if I edit a pic in Topaz Adjust, even with the cast, it looks fine when I return to PS Elements to save it. I'm just curious as to how this came about as everything worked fine up until a few weeks back and nothing has been changed in that time.
