How Can I Send A Video To A Cellphone Number???

I tried to send a 250 MB video from my desktop computer to my brother but it didn't go through. He told me to try sending it directly to his cellphone number. How do I do that?

 

When I sent a video in an email to a friend a message came back saying the video was too big to send. So the friend told me to try sending it to his cell phone number.???

 

Let me state this in another way:

I have some videos in my "drive.google.com" that I copied from my desktop. The videos are too long to send to JoeBlow via email. I want to let Joe use his cellphone to go to my drive.google.com, see the list, watch the videos, and if he wants, download one or more to his cellphone. How can I accomplish this?

 

I'm not a user of Google Drive, but they should have an option somewhere to share your drive, probably in whatever they have that passes for a settings menu.
