Can't Rename Folders On Win 10, Says It Doesn't Exist

For years since I got it, I never had OneDrive on my Win 10 PC. One day a few months ago, my music files were all in a OneDrive folder on my Windows 10 PC and not in the regular file (PC was never logged in to MS), but there was no OneDrive program on my PC. I removed the folders, but they kept returning. Installed OneDrive to make proper uninstall, plus some tweaks from the internet for residual files and it seemed gone and everything fine.

A few weeks later, I notice that whenever I create a new folder (on desktop, photos or documents) and try to rename it, it says "can't find the specified file", "the folder does not exist". I don't know if this is related to the OneDrive uninstall or not.

I saw a new OneDrive folder a couple days ago after nothing for weeks, and when I right clicked to delete it, OneDrive reinstalled itself, which I thought would solve the problem, but the PC became slower and I still can't rename or move folders. Same problem when using my external hard drive when connected. OneDrive is still installed, but uploading disabled, and logged out. I do not want OneDrive and until this happened never had it. I don't know where a few of it's files came from.

The only exception to this folder problem I have noticed is the folders created by my scanner and the files in them work fine and can be renamed.

I ran some of your Tweaking repairs, but no change.

Any suggestions? Thanks

 

I ran SFC and virus scans, Malwarebytes, chkdsk, etc.
Still happens in Safe Mode

 

Tried disabling all non-Microsoft services from Startup, even restored the system keeping personal files

 

Update: Folders from the scanner cannot be renamed either, just the files inside
