16 Bit Apps Won't Load

:cry:cry:cry:crySomething has happened that does not allow me to load some of my software. It appears to be 16 bit applications that are effected. When I try to load these apps, nothing appears to happen. When I shut the computer down or reboot after this I get an application notice that wowexe is running. If I shut it down another popup message informs me that the 16 bit subsystem failed and may be unstable. This problem seems to have developed after loading the new installed provided as a microsoft update.

After tracking and readinf for weeks I have discovered that mis.dll is version 3.1.4000.4039. Not sure if this has anything to do with the problem but is is the only thing I have found that may be related?

I would sure appreicate any assistance. My next choice it to reformat and reload Windows. I wish I had a $1 for every day I spent trying to resolve Microsoft Issues. I'd be almost as rich as Bill Gates!
