I have an old dell system that has a pent II in it. It will not boot. I got a postcard and I got a 09 code error on it. Does anyone know how to fix this problem. 1st 64k ram test in-progress

That's a BIOS code. Your system is failing the power-on self test (POST). Given this error, it is probable that the memory is damaged or not installed correctly, or that the system board is damaged. Try removing the RAM and reseating it, and if you can try the RAM in different slot configruations.
