    call your phone company...

normally *in north america* phone lines uses 48v current provided by the telcos, ( that's why when a power outtage occurs you can still phone)

maybe because of some defective telco equipement the voltage is higher
it can also cause problem with other equipement connected to the phone lines so make sure they know about your problem

    so call them and ask...

If possible, take your computer over to a friends house and try it. That will tell you if it's the phone line or not.

If you are still getting the same issue at your friends house, then it's either the modem, or your ISP.

See if you can pick up a cheap modem somewhere ($10), and try it (I always find people throwing out good modems, just because they have DSL/Cable!).

If you get same issue at friends house, both modems, then I would say it's your ISP.

As far as the NIC staying lit after the PC is powered off, that's not uncommon. Some systems even allow you to "wake" (power on) a computer via ethernet. If your internal modem had lights, you'd probably see the same on it too! But most don't. Anyhow, the light on the nic is normal.

As far it keep asking you for drivers, it could be you have an incorrect driver. Or, possible you could have an IRQ/address conflict also. Make sure NIC is using IRQ 9, 10, or 11. You also could try putting the NIC in another slot.
