2 Video inputs, 1 audio input -> scaled PIP display

I need to join an Audio and Video stream from my satellite receiver with another Video stream from my media server.

I need these two Video and one Audio streams scaled to fit one display. I need to be able to output this joined signal to two TV displays.

I have asked my Satellite provider if this was ok and for help. They didn't have any problem with us doing this but they had no software or hardware that would help meet our needs. What is the best way and what products would you reccomend to accomplish this task?

What we want is a window to display company info, status updates, bulletins, alerts, charts, graphs, and graphics in one window and in the other window have a video feed to attract the attention of our target audience(satellite TV). Audio would be that of the Satellite video feed.

I don't know where to post this. Please help point me in the right direction.
