What firewall is he using? You can try temporarily disabling it.
You can also try resetting internet explorer settings, and resetting the hosts file.

I wouldn't disable your firewall. Not a good idea to be on-line without it.
Checking your browser settings may help. Open Internet Options and see if the site is in the Restricted list. (Tools>Internet Options>Security) Also, add it to the Trusted Sites list. (If it IS trusted)
Last check your hosts file and see if the site is listed in it, if it is remove it.

I think it's a 404 error but might be worth a look; click on File in Internet Explorer and be sure that Work Offline does not have a check/tick in front of it.

    Hi

Question for you, this PC is it only used in one location or is it used on a college network, and now being used at home or vice versa?

Possible is in Connection settings its setup for a proxy ( or missing the proxy connection settinsg if on a college network, college network admins would need to help with settings if this is the case ) but try this click in IE Tools > Internet Options > Connections Tab then LAN settings and if Use a Proxy blah blah blah is ticked with a URL in the box and a Port number, jot them down on paper then remove them and untikc the Use Proxy box and click OK > Apply and close and reopen IE and try and connect to webpage.

Alternative to try if the PC is used in various locations and you do not wish to adjust the proxy setting, is to download Firefox and use that.

    Also what is the ISP?
