I'm not sure if this is what you want, but there's a service called VOIP(voice over internet protocol) ... iirc, the most famous one is Skype .. there's also one called asterisk by digium and many others .. I don't know too much about it so I think your best bet is to google search skype or voip and see what you like

What are your computer specs? Skype only works with XP, for example. Bazza

i have yet to find a service that isn't free. most of them such as skype have the option to call from your pc to a phone but they require to purchase a calling plan or use a calling card. So the answer is yes, skype would work for that. but, its going to cost.

I think that Windows 3.1 or Windows 95 systems used to have a program called "Dialer" or "Phone Dialer" or something. You could dial phone numbers off of it I thought, but I could be imagining things. AIM also has a feature called "AIM Phone", but it costs money, and is probably not very good anyways.

Correct, it's called Phone Dialer. It is also available in Windows XP, just go to start menu>run>dialer.exe

I had software with a 56k USR modem that had fax and answering machine capability, and with a microphone and speakers plugged in, would act just like a speakerphone. I think it was called Rapidcomm.

The modem needs to have voice capability, though.

The VOIP service, SKYPE, really is free, to other SKYPE users. It does cost to "dial out" to land-line users, typically a few cents per minutes.

There is a USR model that mentions Voice in its description. Might be able to find one on ebay. Not sure if they still sell 'em retail.
