98 boot disk

can you make a boot disk for windows 98 on a computer running xp? If so how? My friend has 98, on a dell optiplex with a 166mh cpu 160 mg ram and it wont boot up after they tried to install another hard drive, it has a maxtor 2 gig hd and they tried to install a caviar 4 gig. Now when they turn it on it asks for a boot disk or says no boot device found. the extra hd was removed and now it says hd 1 not found then just sits. then they removed the perameters of the 2nd hd from the cmos to put all back as it had been and it just starts to boot but just sits there with blinking cursor on the bios page at startup, and nothing else happens. How ccan i make them a boot disk?
