98 SE Access Denied

I can not open any thing in my control panel. It always says access denied. Also when I down load a program to my desktop I cant open it with out going to properties then coping it. Then pasting it on run. Then sometimes it will open, but not all the time.

 

This is probably due to the use of security policies on your computer. I useITweakU LE to set the appropriate items in the registry to disable the Control Panel and other items.

What particular setting or control panel item is it that you wish to use?

 

I can't get into anything in the control panel. And I can't get in to anything on my desk top except internet explorer. I can open some downloads if I go to properties then paste them in run.

 

Some further questions...

Are you able to type regedit into the Run dialog and execute that without error messages?

Did you download, install and run the program I suggested? Can you check the options under Security, Start Menu and Desktop in that program to ensure that nothing is disabled? You may have to reboot for the settings to take effect.

Do you get a Windows Explorer window (i.e., no error messages) if your press and hold the Windows key and then press E once and let go of both keys? Similarly, do you get System Properties by pressing Windows key and thent the Pause/Break key?

Finally, if you get into the Control Panel which item or settings are you using or wanting to change?
