A little Trouble (read:HELP!!!!!)

working on a friend's computer, have located a search plug in, (win2kpro OS) It is in the add/remove programs as "search plugin" (a folder symbol). This I believe is a Trojan, it opens various adds and popups, also puts temporary gambling icons on the desktop. when told to remove, it locks up the add/remove programs window. I tried getting rid of it in safe mode.
my first thought was to disable it from starting when the computer starts, but (sometimes I can be an idiot) msconfig is not present. Any thoughts?
How do I access the startup programs in Win2kpro. I run win98 at home, and just run msconfig. when I try that here, I get the message that the filepath is bad.
Advice?
