Is there any possible way (on XP) to have the priority of the background processes (running processes) set at startup, as opposed to manually through task manager?

Make batch file(s) with the start command. Then put shortcuts in your startup folder.

    For example:

    start /high C:\windows\regedit.exe

The above command loads the registry editor with high priority.

start /<priority> <application> iworks. Unfortunately, it requires you to either do some typing at the Run command or use a batch file, and won't work from a normal shortcut.

    For shortcuts:
    cmd /c start /<priority> <application>

Then configure the shortcut to run minimized or you'll see the DOS box. IMX, it runs much faster than the batch file method, too.
