? about what web apps and code is best for..

I am trying to build a website that may need some kind of cms, not sure which would be best for this, but I would like to make a website that has like 20,000 .wav or .mp3 files that the user can search through catagory, or search box for what they want, and when the list shows it will show all the files with a description and allow them to click to listen to it but not download the file unless they paypal me say like .10 cents. Or say they can buy a 1.00$ credit and download 12 of the files ect.. but the .wav .mp3 files will be encrypted links so they cant see the link

 

doesnt have to be in html, it can be any web language to accomplish the result i am looking for. If i dont know the language allready I will learn it, I can do php, rss, xml, css, java, whatever needs to be done to do this. But i was hopeing for an easier solution like joomla, phpnuke, i dunno some kind of cms? or application that could do this
