''access Denied'' To External Hard Drive

Hello

I have an external hard drive that is/was working fine then it can't be accessed anymore

I was transferring data and once it finished i disconnected the external hard drive. Then when i reconnect it again to ANY laptop or desktop i get the following error message:

L:/ is not accessible
access is denied

The partition name and storage and files ''appear'' to all still be there its just i can't access it through any windows pc.

I tried it on:
windows 7 64 bit home premium desktop
windows 8.1 64 bit pro laptop
windows 11 64 bit pro desktop

cannot be accessed on any of them

if i right click on the disk>tools and try to run an error check it simply says it can't run the check because windows cannot access the drive

on the security tab where it shows an advance features for users and permissions i have allowed all users to access the drive but still cannot access it

Any suggestions on what to do?
