Access Denied

I have a folder on my PC which is refusing me access. It is a folder I created. How can it refuse me access?

The error message I receive when attempting to open the file is:

"Access is Denied"

Just that and nothing else. It is a hidden folder and it won't let me change it from hidden to not hidden. If I try to change it gives the error message:

"Access is Denied"

It does not give any reason for access being denied.

Is there anything I can do to sort this out. I even thought never mind I'll just delete it but it won't even let me do that. It still says access is denied.
