On XP, I can go to the control panel, but if I click on Add or Remove programs, it doesn't work. It'll show the little timer, but nothing happens, it seemingly just ignores it.

Also, my "Security Center" service was stopped, if that helps or if anyone could help me with that.

    tyvm!

Try this: click Start > Run, type 'appwiz.cpl' w/o the quotes and that should open Add/Remove Programs. For the Security Center, you should be able to access that thru the Control Panel, or click Start > Run and type 'msconfig' again no quotes; click on the Services tab and look thru the list for Security Center (or something similar) and make sure the service is enabled and running.... if you still can't get Add/Remove to come up, download and run Dial-A-Fix (a free download here at MajorGeeks in the All In One section I think). Check all the boxes in the 'Registration Center' and click 'Go' and let it do its thing, it takes about 3-5 minutes... then try Add/Remove again.

thanks, but that really hasn't helped me out so much.

the Security Center is enabled, but not running. I can't figure out how to get it running.

dial-a-fix came up with several errors when i ran it:
    Active X controls/codecs:
    C:WINDOWS\system32\msdxm.ocx (no suggestions)
    Control panel applets:
when calling LoadLibrary(C:WINDOWS\system32\appwiz.cpl) (error text is: the operation completedsuccessfully)
    Programming cores/runtimes:
registration of file: C:WINDOWS\system32\scrrun.dll (version 5.6.0.8820) (unspecified error)
    Explorer/IE/OE/shell/WMP:
    C:WINDOWS\system32\iesetup.dll (version 7.00.5730.11) (not registerable/DLLInstallable or corrupted)
    C:WINDOWS\system32\imgutil.dll (not registerable or corrupted)
    C:WINDOWS\system32\inseng.dll (not registerable/DLLInstallable or corrupted)
    C:WINDOWS\system32\mshtml.dll (not registerable/DLLInstallable or corrupted)
registration of C:WINDOWS\system32\msieftp.dll (version 6.00.2900.2180) (Unspecified error)
    C:WINDOWS\system32\msrating.dll (not registerable or corrupted)
registration of C:WINDOWS\system32\themeui.dll (version 6.00.2900.2180) (unspecified error)

    C:WINDOWS\system32\webvw.dll (version 6.00.2900.2180) (unspecified error)

Yeah, you obviously some deep probs if Dial-a-fix errored out a bunch of times.... insert you XP CD, click Start > Run, type 'cmd' press Enter, type 'sfc /purgecache' press Enter, type 'sfc /scannow' and press Enter. Let it run; it can take over an hour sometimes... click Retry if it pops up saying you have to insert your CD... let it finish and click Retry every time if the message keeps coming up... reboot, and see what happens ;)
